Feedback from agency was to have the support coordinator be able to reply to the rejection comments entered in by MT manager. For example if there is a change requested by the QA specialist and the support coordinator has a reason on why the change is not to be made they should be able to reply back to these comments made by the QA specialist.

If the notes section are editable by the SC when resubmitting the form, any change requested and not needed can be entered in those comments.
